Evaluating a CNC Machining Partner: A 7-Step Checklist from the Procurement Side

I'm not an engineer. I'm the person who signs off on the PO. That difference matters more than you'd think.

Most guides on choosing a CNC machine shop or a VMC machine manufacturer are written by people who care about spindle speeds and tolerance specs. That's fine—those things matter. But my job is different. My job is making sure we don't blow the budget on a partner that looks good on paper and costs us twice as much in reality.

I've been managing our machining procurement budget for the past 6 years. That's everything from brass CNC machining factories for small production runs to evaluating VMC machine manufacturers for a shop floor upgrade. We've spent around $600,000 on machining services and equipment in that time. Maybe $550,000—I'd have to pull the exact number from our system.

Here's my 7-step checklist. It's not glamorous. But it works.

Step 1: Write Down Your Specs Before You Talk to Anyone

This sounds obvious. It's not. I can't count how many times I've seen companies start getting quotes before they've actually defined what they need.

The result? Quotes come back all over the place. One vendor quotes $12 per part, another quotes $28. You think the $12 one is a better deal. It's not—they're quoting different things.

What to include in your spec sheet:

  • Drawings with tolerances (not hand sketches)
  • Material specification (alloy, temper, finish)
  • Annual volume estimate (even if it's a guess)
  • Acceptable lead times
  • Quality requirements (inspection reports? FAI? CMM?)

I keep a one-page spec template. Every vendor gets the same sheet. No exceptions.

This step alone cut our quote comparison time by about 40%. At least, that's what I noticed after we implemented it in early 2024.

Step 2: Know What Kind of Supplier You're Actually Looking For

This is the step most people skip. Not all machining suppliers are the same:

  • Brass CNC machining factories — typically focused on specific materials, often medium-to-high volume
  • VMC machine manufacturers — these companies build the machines, not the parts. If you're buying a VMC, you're in a different procurement conversation altogether
  • Job shops — general-purpose, often better for smaller runs or prototypes
  • Full-service OEMs — like Mazak, where you're buying equipment and potentially integration services

I once spent three weeks comparing a job shop quote against a full-service OEM quote. They weren't even in the same category. The job shop was quoting a part. The OEM was quoting a part plus process optimization. Of course the prices were different. Lesson learned (unfortunately).

The bottom line: figure out which category you need before you start collecting quotes.

Step 3: Calculate Total Cost of Ownership (TCO), Not Unit Price

Unit price is a red flag if it's the only number you're looking at.

Real example from 2023: Two vendors quoted us on a brass fitting. Vendor A: $18.50 per part. Vendor B: $14.20 per part. On paper, B saves us about $4,300 annually on 1,000 units.

Then I calculated TCO:

  • Vendor B charged $150 per setup (not mentioned in the quote)
  • Vendor B required a 500-unit minimum for each material change
  • Vendor B's lead time was 3 weeks longer—which meant we'd need to hold more safety stock
  • Vendor B's quality rejections ran $12 per returned part (plus shipping both ways)

Final TCO: Vendor A was about $2,100 cheaper per year. And yes, I was glad I checked before signing.

Total cost of ownership (i.e., not just the parts price but everything around it) is the only comparison that matters.

Step 4: Ask Every Supplier the Same 10 Questions

Vendor answers are useless if you're asking different questions. Standardize.

  1. What's your setup/tooling fee?
  2. What's your minimum order quantity?
  3. What's your standard lead time? Rush fee?
  4. What's your typical quality rejection rate?
  5. Do you provide inspection reports? At what cost?
  6. What's your policy on design changes mid-order?
  7. How do you handle shipping and who pays?
  8. What are your payment terms?
  9. Who's my point of contact after the order is placed?
  10. Can you share two references for similar work?

I built this list after getting burned twice on hidden fees. Now it's part of our procurement policy.

The references question is the one people skip. Don't. A supplier who can't provide two references for work similar to yours is a supplier you should walk away from.

Step 5: Pay for Sample Parts—Never Accept "Free" Samples

This is the most counterintuitive one on the list.

When a supplier offers free samples, they're not giving you anything for free. They're absorbing the cost somewhere—typically in a higher unit price on the production order, or in a lower-quality sample that doesn't match production reality.

Pay for the sample. Pay a fair price. This does two things:

  1. It forces the supplier to actually set up and run your part as a real job
  2. It tells you exactly what a one-off order costs—valuable data for future small orders

In 2022, I almost saved $280 by accepting free samples from a new brass CNC machining supplier. I decided to pay instead. The paid sample failed inspection—two dimensions were out of tolerance. The free sample would have looked perfect (they admitted they hand-finished it). Net loss avoided: probably $4,000–$6,000 in rework and delays.

Small doesn't mean unimportant—it means potential. Test that potential with real money, not favors.

Step 6: Start with a Small Order—and Respect It

Here's where I'll get on my soapbox for a minute.

When I was starting out, the vendors who treated my $200 orders seriously are the ones I still use for $20,000 orders. I've never forgotten that.

The opposite is also true. I called a machine shop in 2021 for a small prototyping run—maybe $350 worth of work. The response: "We have a $2,000 minimum. Call us when you're serious."

I never called back. And when we later needed a high-volume brass machining partner, I didn't even include them in the RFP.

A small order is a cheap way for both sides to test the working relationship. If a supplier won't give you the time of day for anything under five figures, that tells you something. Listen to it.

At the same time—and I know this is annoying—be realistic about your own small order. A $200 order will cost more per unit than a $20,000 order. That's not discrimination. That's basic economics. The red flag is when a supplier charges you $500 for a $200 job without telling you upfront.

Step 7: Track Everything in a Spreadsheet (or a System)

After 6 years of tracking every invoice, I can tell you: the data is worth more than any individual negotiation.

We record:

  • Quoted vs. actual cost per order
  • Lead time promised vs. delivered
  • Quality issues and their cost impact
  • Responsiveness (how long to get a quote back)
  • Change orders and their fees

This data lets me forecast budget accuracy within about 8%. Without it, I'd be guessing.

One more thing: the data has helped me defend a higher-priced supplier more than once. When everyone's talking about the cheapest option, you can pull up a TCO chart and show why "cheapest" isn't. That's a conversation-changer.

Common Mistakes to Avoid

1. Skipping the sample part. I get it—it feels like a waste. It's not. It's insurance.

2. Assuming a big-name manufacturer is automatically right for you. Mazak makes excellent equipment. They also make equipment that might be overkill for your operation. The same goes for any VMC machine manufacturer. Match the tool to the job, not the brand to the ego.

3. Not asking about service after the sale. If you're buying a Mazak laser for sale on the used market, for example, make sure you understand the service history and parts availability. The "for sale" price is only part of the story. Ask what a routine service call costs and how long parts take to ship. A used machine with no support network is not a bargain—it's a future headache.

4. Ignoring the cost of change. Switching suppliers costs money—requalification, new tooling, time. Factor that in before jumping ship to save $2 per part.

5. Forgetting the learning curve. New supplier, new communication patterns, new lead times. It's not free.

The bottom line: good procurement isn't about finding the lowest price. It's about finding the lowest total cost over the life of the relationship. And that takes a checklist, not a hunch.
